Urban areas in Ghana are expanding rapidly. But with growth comes serious challenges, ie, overstretched infrastructure, increasing waste, rising emissions, and growing social inequality. At Rescue Mission International (ReMI), we believe that with the right vision and a practical plan, urban growth can be turned into an opportunity for bold, inclusive transformation.

That’s why we’re proud to introduce the Master Plan for Sustainable Development for Urban District Assemblies in Ghana (2025–2032), a comprehensive blueprint designed to guide urban development in a way that’s sustainable, equitable, and future-ready.

This plan focuses on seven core pillars that together form a pathway to resilient urban transformation:

  • Land Use Planning: Making better use of space through smart zoning, green protection, and climate-conscious design.
  • Transportation and Mobility: Expanding access to safe, efficient, low-carbon transport, including buses, bike lanes, and pedestrian-friendly routes.
  • Green Infrastructure and Open Spaces: Creating urban forests, parks, and nature-based solutions to heat and flood risks.
  • Energy Efficiency and Renewable Energy: Cutting energy use in public buildings and scaling up solar and clean energy use.
  • Water Management and Sanitation: Upgrading drainage and water systems while promoting reuse and clean water access.
  • Waste Management and Circular Economy: Transitioning from dumping to recycling, composting, and supporting circular businesses.
  • Social Infrastructure and Community Development: Improving access to health, education, and safe public spaces, while centering community voices.

Each section of the plan is backed by research, local data, and community input. We’ve included clear objectives, key performance indicators, financing strategies, and implementation steps that local assemblies can take to make real progress.

But we can’t do this alone.

We’re calling on MMDCEs, government agencies, civil society, donors, and the private sector to join us in Building Sustainable, Resilient, and Livable Urban Futures. With partnership and shared commitment, we can build cities that work for people and the planet.
